First I would suggest using TSP if that doesn’t work ….Years ago I had a some problems similar to your and the Mason told me that Muriatic acid would clean it and it did but before using it read this and always wear a mask and gloves when you use it ,you are on the outside working so you are safe in regard of the ventilation and also wear eye protection for this .
use a scrub brush and a lot of elbow grease.
